Sarah Stoeber – Executive Director
Sarah Stoeber has been involved in the fields of investment banking and residential/commercial finance for over four decades.  She moved back to the San Luis Valley in 2009 from the Houston area where she had lived for roughly 20 years.
November of 2013 presented a new opportunity to Sarah when she accepted the position of Director of Business Development with the San Luis Valley Development Resources Group (SLVDRG).  In this role she added commercial finance to her knowledge base.  During this time she also administered the Department of Local Affairs (DoLA) Regional Mini Grant program while assisting with SLV Enterprise Zone project management.
During the pandemic, she was offered the position of Economic Recovery Coordinator at the SLVDRG.  Efforts included support of local economic and community development organizations by way of developing an economic summit for the region and offering access to technical trainings.  She now serves as Executive Director of the organization.

Dan Scinto Business Loan Fund  Director
Dan is a dedicated professional with a commitment to fostering economic growth and community development in rural Colorado. With a long-standing passion for non-profit small business lending, Dan has demonstrated exceptional expertise in leveraging his knowledge of commercial banking and cultivating strong relationships with key stakeholders including the State of Colorado, Small Business Administration (SBA), and many local lending institutions.
Having previously served with distinction at Region 10 on the Western Slope, Dan has amassed invaluable experience in facilitating start-ups, business expansions, equipment purchases, and real estate acquisitions. His strategic guidance and financial acumen have been instrumental in driving economic development initiatives and creating tangible impact in communities across the areas he has served.
Dan’s dedication to supporting small businesses and entrepreneurs stems from his deep-seated belief in the transformative power of entrepreneurship in rural areas. His collaborative approach and understanding of market dynamics have enabled him to identify opportunities and tailor financial solutions that meet the unique needs of local businesses, thereby fostering sustainable growth and prosperity.
Beyond his professional pursuits, Dan is an avid outdoor enthusiast. Whether hiking in the mountains or exploring the landscapes of the West, he values the connection between the great outdoors and personal well-being.
With a proven track record of driving positive change and a genuine passion for community development, Dan Scinto is a driving force in advancing economic opportunities and enhancing the quality of life in the San Luis Valley.

Alliyah Garcia – Accounting Coordinator
Alliyah is a San Luis Valley native; she attended Adams State University and received her Associates Degree in Agribusiness Management. Throughout her years at Adams State University, Alliyah was a work-study student for Alamosa County Treasurers office. When she completed her degree, she continued her career as an Accounting II Technician at the Alamosa County Treasurer’s office. While being at the Treasures office, Alliyah learned many skills in accounting, customer service and various aspects of Colorado property tax regulations. In addition, Alliyah held the position of Loan Assistant for a brief period where she gained knowledge and skills in commercial and agricultural lending.
In the pursuit of excelling in her career, Alliyah found herself with the opportunity to be a part of the SLVDRG team where she can put her accounting skills and economic interests into play. Having grown up in the San Luis Valley, Alliyah is excited to see how the work of the SLVDRGCOG will positively affect the economic development of the San Luis Valley for future generations.

Craig Barraclough – Regional Grants Navigator
Craig has been employed by the organization since January, 2023. After a bachelor degree in Geography, GIS has been a large part of Craig’s early career, starting out in map data conversion for a company in Colorado Springs for seven years. He then moved into a GIS Coordinator position with the Park County Planning Department in Fairplay, Colorado for four years, and eventually established and directed Park County’s GIS Department for the next seven years.
Most recent work included a role as County Administrator for Rio Grande County, here in the San Luis Valley, and Operations Manager for a pipeline corrosion control company in West Texas. Local government has been a mainstay throughout Craig’s career, and he enjoys collaborating and partnering will all levels and diversities of organizations.

Tarah Chiles – Office Administrator
Tarah was born and raised in the San Luis Valley and moved away in high school to Idaho where she lived for the last five years. She attended the College of Western Idaho where she received her Associates in Elementary Education. Tarah’s job experience landed her in non-profits for the past two years, working with adults at the Western Idaho Community Crisis Center maintaining reporting for clients dealing with mental health, substance abuse, and homelessness. During this time, she also worked with adults and clinicians to gain access to further resources. She also worked as a teacher at the Western Idaho Community Action Partnership helping families that have dealt with with substance abuse, domestic abuse, homelessness, foster care, child abuse and neglect.

Mick Daniel – Director of San Luis Valley Great Outdoors
Mick has been the Director of San Luis Valley Great Outdoors since January 2017.  His background is in adventure-based recreation where he has worked for more than 25 years. Prior to joining the staff of SLVDRG, Mick was Director of Student Life and Recreation at Adams State University.
Mick is a graduate of the Oklahoma State University and holds a Master’s in Leisure Service Management. Mick relocated to the San Luis Valley in 2003 and again in 2017 and is proud to call the San Luis Valley home.
